Urban Construction
The year of 2006 was the one for promotion of urban construction in Yuhuan. Of one year, Yuhuan has, as required in the “Overall Planning of Yuhuan County Seat”, been expediting the process of formulating the “Urban Planning”, “Earmarked Planning” and “Village Planning of Zone and Sector”, having laid the strong foundation for coming of “Huanxuanmen Bay Age”. It invested 380.00 million yuan in urban infrastructure, with complete success in achieving the expected goals in construction of a large number of projects such as “1 Area, 3 Lines and 1 Part”, Hundreds of High-rise Buildings, city domestic garbage disposal project and rinsing project. Besides, it has, in addition to having started the construction of a batch of key projects including city-surrounding highway and Shuanggang Road Extension, increased 282 parking spaces by newly building some parking lots, as well as urban green-space area of 80,000 square meters. It actively launched the movement for “Cleaning and Beautifying Community” and “100-day Competition for Environmental Improvement of Downtown” and succeeded in holding the on-the-spot meeting for city work, enhancing the reputation of Yuhuan in urban construction. As required in overall objectives of “Island Urbanization”, it is active in building the beautiful sight by making full use of its advantages in natural environment.
“One Area & Three Lines” Construction: Yuhuan will from the year of 2006 start the construction of “One Area & Three Lines” by centering on the objective of “one year for starting, two years for efficiency and three years for image”. “One Area” means the new central area of the city, containing the sections around Yuhuan Center of Science and Culture, with the total planned land of 29.3 hectares, which shall be the trading center and the highlight of Yuhuan in 10-15 years to come. “Three Lines” mainly mean the both sides of Yukan Line, Yuchen Line and the line from Huangnikan to Yingbin Gate of Qinggang, which shall be used for construction of street scenic spots as the corridor of urban scenery.
Construction of Major Projects
In 2006 Yuhuan started the movement to complete the key projects in 100 days by taking the “Project Promotion Year” as the carrier. It listed 31 key construction projects including 10 above municipal level, and completed investment of 5.581 billion Yuan in which 4.86 billion Yuan were used in the major projects above municipal level (The investment in Huaneng Yuhuan Power Plant amounted to 4.362 billion yuan). Such works as Wendan Avenue, Passenger Transport Center, 220-KV Harbor Transformer Station, 110-KV Vehicle Transformer Station and Yuhuan Center of Social Welfare having been completed and put into operation or accepted, the works including Phase-III Project of Xuanmen, the double line of No. 76 Provincial Highway, Yuhuan Garbage-disposal Center, Phase-II Distribution Project of Taizhou Water Supply and Xuanmen Bay Bridge were pressed forward rapidly. Such two industrial cities as Bingang and Xuanmen advanced ceaselessly in construction, with the quick change of urban infrastructure. With successive commencement of such works as Damaiyu 50000-ton Container Terminal, expansion of Chumen High School and Tunnel 2 of Huangnikan, the first-phase preparations of Cross-sea Bridge and Yucheng High School were speeded up. Two 1.00-million-KW supercritical coal-fired generating sets in the phase-I project of Huaneng Yuhuan Power Plant were successively debugged and put into operation. Its phase-II project was being reported for approval.
Infrastructure
Harbors
Damaiyu Harbor, is one of the 8 natural refuge havens along the coast of China as well as a deep-water port for the containers above the third generation in the Central and South Zhejiang and North Fujian. It is 163 sea miles to Jilong of Taiwan, 296 sea miles to Shanghai and 189 sea miles to Ningbo. With useful coastline of 45 kilometers, natural water depth from -13 to -20 meters, about 62 square kilometers of water area above -10-meter depth, Damaiyu Harbor is not silted up and ice-free throughout the entire year. Much due to its smallest water depth of 10.8 meters in approach route can the 30,000-tonnage ships pass freely, but the 100,000-tonnage ships have to pass in and out at the floodtime. As an ideal harbor site with 10000-100000-ton berths, it can be built into a harbor with 10 100000-ton berths or more than 40 10000-100000-ton berths. In 2006 Damaiyu Harbor has still been constructed with 2 50000-ton berths for Huaneng Yuhuan Power Plant in addition to 1 20,000-tonnage multiuse dock (at which a 30,000 tonner can also call) and 3 3,000-tonnage docks. It has the trans-container branch shipping lines to other countries. At present the 50000-ton container terminal project and the container standard sea-wall project have been commenced and such two 30000-ton docks as Zhongjie Huanzhou Steel and Jianuo Cement entered the period for preparation and commencement. In 2006, with rapid development of harbor transport industry, the handling capacity of Yuhuan amounted to 4.1195 million tons, including 2.8925 million tons from Damaiyu Harbor. As the primary task in development of Taizhou Harbor, Damaiyu Harbor is striding towards the objective of building up a container feeder port, a bulk transit port, a port of trade to Taiwan and a center of harbor logistics.
Transport
Yuhuan between Wenzhou and Taizhou has a smooth air transport because it is 32 sea miles to Longwan Airport of Wenzhou to the west and 76 kilometers to Huangyan Airport of Taizhou to the north. Its marine shipping line is rich in natural resources and its ships can directly lead to Japan, South Korea, Singapore and Hong Kong. In the end of 2006, the mileage in its special highway open to traffic totals 191.57 kilometers, including 21.786 for the primary highway and 386.1 kilometers for rural highway. The investment made by Yuhuan in traffic construction in 2004 aggregated 500.00 million Yuan. In the Yuhuan Section work of Yongtaiwen Expressway, in addition to the earmarked investigation, Yuhuan has brought to an end the determination and planned protection of linear corridor belt and the pre-review and data sorting of land, so as to make the preliminary work into the new stage of optimizing the design plan. The subgrade work for Yuhuan Section of No. 76 Provincial Highway has basically been completed and Wendan Avenue accepted and put into trial operation. Yuhuan has completed the safety-facility construction of 116-km country road besides the hardening of 35.85-km road from county seat to towns and villages.
Water Conservancy
In 2006 Yuhuan achieved investment of 222.00 million Yuan in water conservancy construction, orderly promoting comprehensive development of the reclamation site for Phase-II Xuanmen Project and starting the Phase-III Xuanmen Reclamation Project. Presently the Yuhuan Distribution Work for Phase-II Taizhou Water Supply Project advanced smoothly and such works as the water eco-environmental control work, Qianku Protection Work and the rural water-change work got somewhere, which made Yuhuan listed as one of three experimental counties of the province in building the water-saving society. Yuhuan has also obtained the victory in resisting such three typhoons as Pearl, Bilisi and Sangmei.
Electric Power
Yuhuan acts as a rural electrification county of China with 2 220-KV transformer stations, 6 110-KV transformer stations, 12 35-KV transformer stations and 1 tidal two-way generating power plant. In 2006 Yuhuan’s power supply attained to 1.734 billion KWH, an increase of 26.67% in comparison with that of last year, with the amplitude at the top of the whole city and gross power-generated output at the third place of the city.
Telecom
Yuhuan serves as an experimental county of Zhejiang in informationization and electronically governmental affairs. There are 0.21 million users of fixed telephone with main toll route popularity of 50%. Its switchboard capacity totaled 0.28 million sets and its digital program-control rate 100%. With speedy development of mobile telecom, its users amounted to 0.45 million users. With 2 SDH with velocity of 2.5 GB/S and 1 PDH local optical fiber cable transmission network with 140MB/S, Yuhuan had the broadband network cover all the towns and villages of the county. In Yuhuan the rate of optic cable open to the administrative villages reached 98%, with 65.700 thousand internet users and over 45 thousand ADSL users in the county. The overall information network of Yuhuan for Party and government affairs covered wider and wider areas and the video meeting system of different departments all over the county came into being.
4.Knight Service
Items and links in governmental approval system were cut down vigorously in Yuhuan through adjustment of administrative permit projects and reforms of twice. In carrying out reform of administrative system, Yuhuan put into operation the social promulgation system of major affairs and social hearing system. Yuhuan took the lead in fully implementation of whole-course agency system for handling official business and combined the work by the Serving-people Center, the Center for Complaint of Administrative Efficiency and the Accounting Center. It especially strengthened service improvement of Serving-people Center by guaranteeing complete arrival of personnel, project and right, so as to bring into operation such measures as window acceptance, whole-course agency, disposal supervision and network management. In addition to putting into operation serving-enterprise “green channel”, it still operates comprehensive investment center effectively and exercises the promise system of notification. The preferential policies in scale economy, technical innovation and talents introduction are made public in order to be devoted to optimizing investment climate.
